深圳市留学生创业园由市政府于2000年10月在深圳高新区设立，是市政府吸引海外留学人员回国创业、扶持留学生企业发展的重要平台，被国家人社部批准为与深圳市政府共建的“中国深圳留学人员创业园”，被国家科技部认定为“国家高新技术创业服务中心”。市留学生创业园孵化面积33000平方米，首创“政府引导，留学生管理”的运作模式。留学生创业园提供基础设施、创业辅导、融资、人才引进、交流培训、市场推广、管理咨询、项目推介、联谊沟通等服务。日益完善的创业环境和优质、个性化的服务，孵化出了以朗科、迅雷为代表的数百家优秀企业和优质项目。

Shenzhen Overseas Chinese High-Tech Venture Park was established by Shenzhen Municipal Government in October 2000, granted as state—level overseas Chinese students hi-tech venture park，and the State Hi-tech business Incubation Service Center. It initiates the operation mode of ‘guided by the government,operated by the overseas Chinese scholars’. The Overseas Chinese High-TechVenture Park has three major functions as incubation, project management and fund management; offers ten services: infrastructure, guidance on venture setup, financing, talent introduction, exchange training, marketing, management consultation, project introduction, and friendship communication. The ever-completed venture establishment environment has incubated many star enterprises and high-quality projects represented by Netac and Xunlei Network.

一、入园条件

1.取得留学生资格证明（由深圳市外国专家局出具）；

2.留学人员占50%以上（含50%）的股份以上；

3.拥有合法的专利、科技成果或专有技术；

4.有与其研究开发、生产经营相适应的资金投入；

5. 项目有市场潜力，具有高速成长性，并符合产业化发展前景；

6.从业人员中有一定比例的科技人员。

7.留学人员企业高管人员（如：法人、正、副总经理、总工程师或首席技术官）且在企业实际参与运作；

8、已成立的企业在提交申请时注册时间不超过一年。

二、入园项目电子信息，生物、医药技术， 新材料、新能源、环境保护，光机电一体化，及其它知识密集型项目。

三、入园程序

1. 请先注册用户，填写拟入园申请表。项目洽谈、初审；

2. 填写并提交：
